Does anyone know what the deal is with the new OCLP-Plus thing, and would I be able to run Tahoe on a Macbook Air 2015 using it?

I occasionally search to see if there is any news of a Tahoe update for OCLP, and today I found this coming up - I've used OCLP for years but don’t trust my knowledge of these things enough to know how legit this is likely to be .. .
