Had updated to tahoe, then tried factory reset. Now stuck on this screen.

Its a 2015 macbook air with oclp that I gave to a friend a few months before tahoe released.

Ofc that friend updated to tahoe by "accident". I told he had to reset it and he was ok with it. But after he did it. The macbook now shows this screen and cant go past it.

Any clues on what could it be.

I cant do anything myself as he lives in another country.
