Help me! I bought this Mac with OCLP and a friend told me I had to set Spotlight to moderate

Help! I bought this Mac with OCLP and a friend told me I had to set Spotlight to moderate for it to work because of a startup problem. Now I'm stuck in an endless loop trying to figure out what to do and nothing works. Help!
