iMessage not working on Tahoe

I just installed Tahoe on a Hackintosh that had been previously running Sequoia. iMessage was working there successfully. I reinstalled using the same config.plist (same SMBIOS, serial, etc). After signing into iCloud it shows "0 messages" and "not synced" but my phone shows "46,708 messages" in iCloud. I assumed it would start working right away but maybe it takes a while?
