How to Fix tahoe control center During macOS Boot or Installation

hi all,
since some days i have control center always showing the sound control like this:
usually it's located in the upper right of the main screen. sometimes, like now, it jumps in the center but stays at the to edge, sometimes it follows to second screen.
in addition to that, i have to reboot several times, to get the system completely up. meaning it does not start the gui complete.
i then have a empty black screen after login. i can start dock manually, command+space works...
