Can I run a hackintosh in a vm?

CPU: I7-4500U @1.80GHz 2.39GHz 64 bit windows 10 education 8 gigs of ram NVIDEA GeForce GT 735M

I'm a student and really can't afford a mac. I was gifted a 2-1 vaio 15" with a surface stylus and I would really just work on this. Taking notes on this is pretty nice, but I would like to dabble in some Ios developpement.
