Sierra installed on ATOM E3845, but clock running twice as fast...

I've successfully installed Sierra on a Dell PC3000 with the Intel ATOM E3845 cpu, however the clock is running twice as fast as it's supposed to. This is effecting everything that is based on the RTC (I think at least). The beachball spins supper fast, cursors blink super fast, icons on the Dock bounce super fast...

When I look at the CPU in the about screen the Speed is correct (the type ins unknown). Not sure how relevant this is but figure it might have something to do with it.

Anybody got some ideas of directions to go try to get this guys running at the correct speed?
