Installation drive won't format

For the step of formatting a partition to install macOS (if it matters, I'm using 10.12.6), I am not able to format the 50gb SSD partition. Using Windows's disk management, I've experimented with each variable possible (to my knowledge)

  1. Kept the partition unallocated, and Disk Utility didn't recognize it

  2. Went through the simple volume wizard, not assigning a drive letter/path and not formatting the volume

  3. Went through the simple volume wizard, assigned a letter, used NFTS, default allocation size, and checked quick format.

In situations 2 and 3, when erasing the disk and reformating to Mac OS Extended (Journaled), the process failed with the details citing "MediaKit reports not enough space on device for requested operation. Operation failed"

When formatting, prior to hitting "apply," a window appears stating "The volume 'macOS' is not journaled. As a result it can not be resized. To enable journaling, cancel partitioning and use the 'Enable Journaling' command under the file menu;" however, I'm not able to get that use that since it remains grayed out. After hitting "okay" on that window and applying the partition, I get the same MediaKit error.

What's the solution to this?
