Dumb question but is it easier to get Graphics Cards working with El Capitan Versus Sierra

I am not new to Hackintosh. I had a Yosemite build for a very long time. I literally had zero issues getting everything to work the first time. I had a GB MB

That gigabyte motherboard died and I got an MSI Z77 M Power. I connected up my old Mac Hard Drive and I got to desktop but it was so laggy I decided just to go with a new install of Sierra

My main issue has been getting my graphics card ,GTX 960, working. I installed web drivers and enabled Web Drivers and nothing I do seems to fix it. Even though tried RC Script with no luck

Is it easier to get cards working with El Capitan/Yosemite than Sierra? I just mostly play around in OSX/use Win 10 for everything else
