Why does a PC with an i5-6400 have a lower FPS in the than a laptop with an i5-6200U?

I am interested in the question, why does a PC with an i5-6400 processor have a lower FPS in the Heaven benchmark than a laptop with an i5-6200U?

Both computers only have integrated graphics, Intel Quick Sync and Turboboost work everywhere, testing was carried out in Full HD 1920x1080 and all applications except the benchmark were turned off during testing, but on a PC with i5-6400 FPS is from 13 to 17, and on a laptop with i5-6200U FPS is displayed from 20 to 25.

Please help to understand why there is such a difference in FPS.

In a PC with i5-6400 processor, the interface runs smoothly. While testing the benchmark, I looked at the graph in the Intel Power Gadget program and there the processor frequency increased to 3.1 GHZ, and the iGPU frequency to about 1 GHZ. Testing of the PC was carried out in a cool room and judging by the indicators of Intel Power Gadget it was heated no more than 55 degrees.
