How to make bluetooth devices pair both on Windows 10 and Mojave on a Multiboot Hackintosh?

I have successfully installed Windows 10 Pro x64 and MacOS Mojave on two separate SSDs, using a Belkin Bluetooth v4 USB dongle I am able to pair both Apple Wireless Keyboard and Magic Mouse to the OSes.

The problem is that when I pair it in MacOS and it works OOB, whenever I boot to Windows the devices don't pair and they require some tinkering (remove from BT devices, pair again..) and then it's all over again but vice versa when I boot into MacOS.

Is there a solution to have the devices pair automatically at startup when booting either of the OSes?

I even have a second - but different - BT dongle that I could use in order to have Windows use the 2nd one and MacOS use the 1st one (the Belkin works OOB in MacOS and I prefer it).
