Opencore picker doesn't show up after 2nd reboot of installation

I am stuck at after 2nd reboot of installation. I selected the same USB drive I used earlier. After the the initial log screen (the last line is watchdog something), the screen turns black and shows nothing when it is supposed to give me the choice of drives to boot from.

PS:

1st boot is after GUI Mac installation.

2nd boot is after the installation progress bar with apple logo on dark background. it says "xx minutes remaining"..

I have ctrl+R the config file multiple times to no avail.

[update] oddly enough, on the stuck black screen, it now shows the picker if I unplug the usb drive. It doesn't show the Mac installer, but shows the SSD drive I installed OS into. I proceeded to choose that one, but received an "critical error" message after a few lines.

The last line before the "halting on critical error" is

OC: Plists kexts\airportitlwm.kext\contents\info.plist is missing for injected kext AirportItlwm.kext.
