Sleep/wake problem

On my 2008 macpro running sequoia ( yup, I live on the edge :D ).

It wont go to sleep. I mean the display goes to sleep, but not the mouse or any of the internal hdd's. Even when the hdd's do spin down, they wake up after a few seconds.

Does anyone have a fix for this?
