Has there been a working solution to permanently block Tahoe from staging in OCLP yet?

I keep seeing posts about a "purge pending update" tool but does it stop Tahoe update permanently?
I have a mid 2012 MB Pro so I have no interest in ever upgrading from Sequoia which is working great. Thanks
