I installed sequoia on a HDD 2013 32gb iMac and honestly, it’s not that different from Catalina performance wise.
The boot time feels the same, nothing is sluggish, and the only app I’ve seen with a visibly longer startup time is safari but I mainly use zen anyway. Overall still a good version with an HDD! (But ofc an SSD is much better but if you can’t afford it like me you still can install it and it will most likely be a good experience if you have a lot of ram) but still from my experience the pros very much outweigh the cons!!!
