Details about how HomePod setup works have been found in the recently released iOS 11 beta by iHelpBR.The pairing of Apple's new HomePod smart speaker (codename B238) will reportedly be similar to AirPods. When you turn on the device for the first time, iOS will ask if you want to perform the setup with your iPhone, iPad, or iPod touch. Apparently, it will not be possible to set up the HomePod with a Mac or Apple TV.
It appears as though Siri will need to be present in nearly the entire process on the HomePod.
