Unable to Create High Sierra Bootable USB on El Capitan

Hello all. I've had El Capitan running on my machine for a while now, but just recently got a GTX 1060. I attempted to download High Sierra today and create the USB, following the tonymacx86 guide here. The problem is that the installer said it was finished, but was only about 14mb large. Also, the terminal command to use the createinstallmedia command found in the High Sierra installer package would not work at all. I tried downloading the installer again, but ran into the same issue. Is there any way I can make sure that I get the full, correct installer?

Alternatively, I have an old backup SSD with Mavericks on it that I would be willing to wipe and put High Sierra on. Does anyone know if it's doable to upgrade from Mavericks like this?
