Is it normal to have KernelDebugging on?

I'm having a slow boot that's ben bothering me. Trying to tackle it now. Is it normal to see [KernelDebugging] KernelDebugEnable (1) in verbose mode?

I'm on el capitan. Everything works. Been using this machine for a couple years. Thanks!
