"The recovery server can not be contacted" when trying to install High Sierra

HARDWARE:

CPU: Intel Core i5-9600k GPU: MSI Aero GTX 1070 Motherboard: Asus Strix z370-e RAM: G.skill 16gb (8x2)

When trying to install High Sierra I click on continue and it hangs for around 30 seconds before giving me the error, "The recovery server can not be contacted". I have fully confirmed that it has internet access, you can check in the photos, and have tried making another stick from a Mac and making it an offline install but to no avail (hangs on black screen after selecting from the open core menu, will try and fix this tomorrow). I have tried half a dozen other solutions from other posts with this issue but still no solution. If anyone has any suggestions just comment. Thank you
