mojave setup loop

I am trying to run macos mojave on vmware workstation 15 player

I have been following the instructions here https://kb.amd-osx.com/guides/vmware/ and I have successfully made it up to the part where prelinkedkernel is rebuilt succesfully and I reboot to find the setup. I can progress through the setup until the privacy and data section. After I click continue it will go to a gray screen where it will either load for a few minutes and then bring me back to the start of the setup, or the whole thing will reboot and then eventually bring me back to the setup page again. help!
