I just did a vanilla OpenCore install of Catalina on an ASRock Z370 Taichi. The computer will go to sleep and immediately wake up. my last couple of Wake Reasons are as follows:

Deep Sleep has three options
- disabled
- enabled in S5
- enabled in S4-S5
All options produced the same result.
I have sanity checked my config.plist and all is green.
