Stuck on macOS Recovery and setup is still in Russian

Currently have these 2 issues, if anyone knows how to solve any or all I'd be super grateful:

• After changing the prevlang-kb to enUS it still displays in russian, I reset NVRAM to no avail

• After entering macOS recovery to install macOS for the first time it says an internet connection is required even after plugging ethernet into the computer and installing necessary kexts
