NVIDIA WebDriver stopped working after sierra update

Yeah, it's one of those posts but I already googled and followed the advice of a few posts and threads and nothing seems to work.

Here's a view of the nvidia control panel: https://imgur.com/a/TMx0o - clicking "use web driver" requires me to reboot but afterwards it's disabled again.

Here's my config.plist: https://pastebin.com/EjuzFXJn I changed my ProductName from 14,2 to 17,1 but that didn't work and I've always used

<key>SystemParameters</key> <dict> <key>NvidiaWeb</key> <true/> 

but the last Sierra update killed it. In fact, without the webdriver (or because of the upgrade?) everything's gotten really glitchy. Aside from the graphics glitches, every little action seems to reset my pc - like opening Finder or mounting the EFI partition. (I had to use an USB stick with SystemRescueCD to modify my config.plist)

I have a i7 6700k, Asus Z170-Pro, GeForce 1070, any help would be greatly appreciated! :)
