Almost-Success? i9-9900k USB Troubleshooting Request

So here's what I ended up building for a Photoshop/Lightroom machine:

The 1TB 970 Evo drive is the main Mac OS. The 500GB 860 Evo drive is partitioned (2 x 250GB), one for Windows 10 and one for what will be a clone of the Mac OS once it's stable. The 3TB Seagate drive is just cold storage.

The main problems I'm looking for help on are:

  • The USB ports work for Mouse & Keyboard, but not external USB Hard Drives. They won't mount.

  • The Corsair CPU Cooler forgets all settings immediately on reboot (even rebooting into windows). Used iCue software to set them up.
