Can someone help me

I've tried asking for help in several forums to have my posts deleted. I'm reinstalling high sierra on a usb. It worked before but I had a catastrophic data loss on that USB. In my attempt to reinstall Mac OS, I used the exact same .raw file I used last time, flashed it to a 16gb USB using win32 disk imager. After entering a compatible smbios in clover, I should be able to boot up but (depending on the boot args I use) I either get the apple logo and it just hangs while my USB shows no activity. Or I get a "Starting overides for System\Library\CoreServices)boot.efi Using reloc block: yes, hibernate wake: no Then a line of pluses and it just hangs forever. Any help would be greatly appreciated thank you
