My screen is panned down please help (aourus z490, radeon rx570, 42DDR, corei7 LGA1200)

May someone please help me get my full screen? I tried booting on windows and Mac but this happen on both. Is there something wrong with my graphic card or settings? My screen appears to be zoomed in and panned to the bottom.
