Do I have to start with a fresh install of Big Sur first?

The GitHub page says "Note: Only clean-installs and upgrades are supported". I'm confused by this. What other option would someone even have other than upgrading an existing macOS install, with all of their apps and data, or starting first with a wiped hard drive and clean install of one of the older macOS versions?

Please advise.
