Is OCLP basically Hackintosh?

Hey guys, i was wondering, is the OCLP process of OS installation different then having a large collection of pre-made EFIs and kexts, or is it basically a hackintosh?

For example, could I use OCLP to boot macOS on a machine with identical specs to a 2012 i7 Mac Mini?

I'm not including the specific patches OCLP applies, just the process of booting macOS on unsupported hardware.
