Issue macbook pro(11,3) late 2013 with open core 2.1.2 and Monterey works only in safe mode

Hi! i have an issue after installing monterey in my mac pro. i have installed on big sur.

and now when monterey start canno open application/system preference and other stuff.

but after rebooting in safe mode i can open it.

already try to repair disk with first aid, check with onyx, reintall in safe mode,...
