What’s wrong?

I have a late 2014 iMac. Had Sequoia working on it but Fusion Drive was split so I thought I would reset Fusion Drive and reinstall. Got this message. Tried reinstalling Ventura because I read that it was the most stable version. Got same message. Not connected to WiFi - is this important? Any help greatly appreciated
