Oclp not detecting boot from usb also wifi won't work

After installing sequoia oclp not detected when i boot from external device also i wan to downgrade to ventura again, do ineed wifi to downgrade it? My mac have dualboot windows, Can i install it from there? (Wifi work with windows)
