annoying ethernet connection issue on haswell with rtl8000 nic on all macos versions

I've been using a haswell dell inspiron 15 5000 series laptop as a macos server for bluebubbles and other miscellaneous things for a while. it's been working great, except for this one thing. I've run this system on every macos version from catalina to sonoma, and no matter what, I can only ever connect to ethernet once, maybe twice. It doesn't seem to be affected by macos version at all.

let's say I turn the laptop on with ethernet connected, everything is fine and will continue to be fine indefinitely as long as my ethernet connection to the wider internet is never interrupted ever. My laptop has a really crappy ethernet port that You can disconnect without actually unlatching the connector. If that happens, there's a 90% chance that it will not connect to the internet until I reboot. it will connect to LAN and get a local IP, but that's it. it's not even tied to a specific router. it's done this in two separate locations and connected to another system's ethernet with network sharing. no matter what it will not detect a public ip according to the settings and I will not be able to access the internet outside of my LAN. reboot and everything is fine.

Another way this can happen is if the connection is interrupted without actually physically disconnecting the ethernet, such as internet outage or modem glitching out. However the chances of this giving me no internet until a reboot seem to be significantly lower.

Is this a known issue with this old ethernet chipset? is there a way to fix this or am I going to have to find a USB ethernet adapter that works on macos?
