Sluggish maxed out Mac Pro

2013 Mac Pro with 128GB of ram and 12 core cpu, 4TB nvme that is 95% empty. Mouse lags when moving the cursor and feels very sluggish to use overall.

Anyone seen this before? How can it be fixed?
