i3-4160 not lowering to idle frequency?

Things I’ve tried:

• Generate SSDT via ssdtPRGen and Clover (separately)
• Set EIST from Auto to Enabled in BIOS
• Change SMBIOS from MacMini to iMac14,1
• Add/remove -xcpm boot flag

Motherboard: Gigabyte GA-B85M-D3H

Graphics: AMD Radeon R7 265 2GB

Version: macOS 10.13 High Sierra

AppleIntelInfo shows all the P-States correctly, however according to Intel Power Gadget, the CPU isn’t stepping down to them.

Any ideas guys/gals?
