Intel SpeedStep isn't working. CPU stuck at 1.2Ghz.

I'm on a Thinkpad X230T with the i7-3520M. My CPU is essentially stuck a 1.2Ghz, even when running something like Cinebench. I tried patching my SSDT using the ssdtPRGen and then moving the files into ACPI/Patched, but it's still stuck at 1.2Ghz

Any help is appreciated!
