I am new and need help, 'Stuck on still waiting for root device'

When I choose install hackintosh high sierra. It loads for a while and then it gets stuck at 'Still waiting for root device'

I read about it online and I have already tried the following things with no luck:

1) Switch between usb 3.0 and 2.0

2) Switch between UEFI and Legacy

3) Tried -x -f

Please solve this issue for me, I think this issue is most likely related to my USB

My specs:

Intel i3 8100

GTX 960 (also tried switching from external to internal graphics)

Mobo: Asus h370-f
