I have a Dell XPS 13 9360, with an i7-7560U, 16GB RAM, 512GB SSD, and the QHD+ (3200x1800) display.
I formatted my NVME drive (whatever the SK Hynix drive is) to 4K sectors and installed macOS Mojave. I'm using this Github repository for my Clover configuration.
When I'm idling (no applications except Intel Power Gadget open), my CPU power hovers anywhere from 2.3 to 2.7W, and runs at 1-1.3Ghz. Comparing this to other XPS machines, I should be sitting at 0.5W @ 1Ghz.
I created a CPUFriend kext and installed it in Clover, which did nothing (presumably because HWP is enabled, so the CPU is already configured).
After doing some research, I believe that my problem may come down to lack of power management for my NVME SSD, so it runs at ~1.5W. 2.3-1.5=0.8, which should put me in the wattage range I was expecting to be in.
Is my NVME drive likely the problem? If so, is there any way of adding power management support?
I do have a Samsung 960 EVO 250GB in my desktop, and I suppose that I can swap the two drives around, assuming that it will have correct power management.
