Handoff not working

I'm running catalina on my dell xps 9570, with an asus bt-400 and tplink archer nano. It works well, but there are a few things that I can't fix. First, I can't shutdown or turn on the computer without unplugging the dongles first. it won't work, until I unplug it. Then, I have to plug it back in after it boots, and only then i will work. The second problem I'm having is that handoff is not working. I can't enable handoff in system preferences. The option is not there for me. Are there any kexts or fixes for these problems?
