I have been having awful black-screen issues with my RX 580, only under Windows 10 while dual-booting. I have reinstalled multiple driver versions to no avail. I originally thought this was a power-delivery issue... but then why would it not affect macOS???
I downloaded and ran DDU (Display Driver Uninstaller) and did a full clean install of the latest Catalyst driver from AMD, and now Windows 10 is working perfectly !!!
