What happens if I restore Time Machine backup?

So I’m on a MacBook Pro 2017 non touch bar and thinking of installing oclp. I may in the future buy a new MacBook Air. In that case how does time machine backup from current machine to new machine work ? I believe Time Machine is a full backup including system files, won’t it mess up the new mac and install oclp files when they’re not needed ? Or am I misunderstanding how Time Machine works.
