Where is al the other power going??

Running Macos sonoma on a T480 with TB enabled and quite a high pkg power on idle.. cpu is managed properly it goes down to 0.2 watts on idle with constant spikes. Any idea on how to turn off the typeC TB controller in order to save power but at the same time keep USB 3.1 working because i need those speeds on the go (type-C)
