Dilemma: Ethernet device needs VT-d, but enabling it stops the boot

I have an ethernet card not working properly, and I did some digging and found a couple of folks that got it working with a combination of enabling VT-d, and some plist options. I happened to recall that this was disabled in the BIOS, so I enabled it, and that stopped the boot. i got the 🚫 sign and the apple support URL, then it cycled back to the OS picker.

Am I just screwed?

The device in question is an Aquantia AQC113 10G built into the motherboard.

The weird thing is that I can configure it using a static address, and it connects to the other side just fine, but it won't pass packets. It works with the same configuration when I boot Windows.

I'll play with the plist options anyway, but I'm also curious about enabling VT-d for VM purposes in any case.
