I have run into the same problem I had a few weeks ago. I just tried to upgrade from sequoia 15.3 to 15.3.1, and it seems to have frozen right near the end of the upgrade again. I cannot remember how I fixed this last time, aside from continuing to reboot and reinstall several times.
