Cannot shut down fully... because of Apple Watch?

My machine has consistently not shut down fully - screen goes black but indicator lights stay lit. I think I have finally diagnosed the issue: if I turn on my Apple Watch during the day while the machine is on, then even if the AW is off, the machine will not fully shut down. But on days when I don't wear my AW, the machine shuts down fully.

Do I need to apply shut down patches? I think I've tried it before (to no avail).

Has anyone heard of a similar issue?
