Sapphire Radeon RX 580 8gb fans on full-blast/upgrade question

Hi everyone. So I'm going to preface this by saying I know very little about the software side of builds. I physically built my machine and had a colleague walk me through the full install and such.

So for some time now (progressively got worse), my GPU fans are at full blast non-stop, even from power-on after sitting for days. Several times I've taken the card out, blown out all the dust, even swapped the fans, and that worked once or twice for a few weeks. But the last couple weeks nothing seems to work. I even put new thermal paste on components, really detail-cleaned it, to no avail. For a couple years it was in a high dust environment so I'm wondering if that just screwed with it? I've since moved to a new location that is relatively very low dust and it's been working fine for the last month or so, except the last week-ish.

From what I've gathered thus far, I cannot use the bios to control the fan speed, and also cannot use MSIAfterburner either. So my questions are:

  1. Is there a setting that might have gone haywire that I need to reset via BIOS on the motherboard?
  2. Any drivers I need? I don't think I ever needed any
  3. Should I first try buying new fans or is the best solution to just buy a new GPU and, if so, what would a direct upgrade be for mine so I don't have to run a whole bunch of commands, if that's possible?
  4. As a stop-gap, would it be horrible to just disable the fans for the time-being? I'm a composer, so my work doesn't consist of high-speed or intensive gaming and such. I'm running 3 1080p monitors, and one 52" tv that's mirrored to a small 10" screen. Also I've re-compressed all movie files down to 1080p to help possibly mitigate CPU workload.
