4K TV display issues

Hello! i have a bit of an issue with my main display. first context.

I have 2 monitors. one is a 27 inch 1080P monitor. this is my secondary display.

i have as my main display, a 4K TCL Roku TV. with my windows partition this works wonderfully. however, i seem to have an issue on macOS.

when i turn off my 4K tv for a while, then come back and turn on my display (computer having been on the whole time) nothing displays on the TV. sometimes, i get colored static, but thats rare. the only way i have to solve the issue is to unplug the HDMI cable for the TV and plug it back in again. however, i would like a fix that solves this issue more indefinitely.

my current attempts to fix: i have tried multiple different HDMI and DVI cables. I even Displayport to HDMI adapters. i have tried different connections on my GPU (i only have 1 HDMI and 4 displayport connections.) i have also done a Pixel clock path patch on top of the usual reinstallation of graphics drivers. though, this has been an issue for many graphics drivers versions now. here are my specs.

EVGA Nvidia GTX 1070

Gigabyte Z170X-UD5 Motherboard

Samsung 250 GB SSD

32GB DDR4 ram from corsair.
