Can I make a Clover USB drive without OS Install?

Hi, I have a without problem Hackintosh High Sierra but I want to have a Clover Bootloader in a 2gb mini SD, It mean, without the large install OS file. Can I do that? Or always have to add the installer file? Thanks.
