I was having issues with getting Mojave installer to work outside of safemode, and then separate issue of getting XFX RF 580 GPU to work, and was able to resolve both issues.
For installer/clover issues, I went back and more carefully combed over the settings and putting together the config file, and realized that I should not have been using 14,2 system definitions, as the i7 4790K needs 15,1 as a Haswell Refresh chip. While it may have been one or two other items out of place, this seemed like the only actual oversight in the config set up, and I had no issues installing after this change.
Next was getting the GPU to work. Turns out, the XFX 580 simply DOES NOT WORK with mojave. I advise anyone else considering this card to not, and to google more thoroughly than I had. I returned it today for a Sapphire Pulse 580 and had absolutely no issues booting up after I popped the card in.
