[High Sierra] No mouse/keyboard on install screen

Hey,

I haven't been able to get USB keyboards or mice to work on the language select screen. I have reason to believe this is separate from the USB issues that Catalina introduced, because high sierra came out before Catalina, and I've tried the fixes for those (disable USBInjectAll, etc.) to no avail. Anyone else have a similar problem?

Specs:

HP prebuilt server

Intel Xeon X3440 (Nehalem)

8gb ddr3 quad channel memory (unbuffered)

Nvidia GTX 750ti (Maxwell chip so using high sierra out of necessity)
