Alright, after poking at about 8 different installs on 4 different machines I kept having the WiFi go stupid - some access points it wouldn't connect to at all, some it didn't list in the WiFi window, etc.
It usually worked initially after a clean install, but then stopped working sometime after that. I tried all the things I could think of and anything else I could find and nothing worked (most specifically the one that I need that wouldn't work was eduroam the international wifi login system). Then I realized it stopped working shortly after I signed into my AppleID on that machine.
I figured it couldn't be the AppleID, so I signed out and the WiFi worked perfectly. Signed back in and it stopped working. Tried multiple times on multiple machines - with Ventura and Sonoma.
I looked in the logs and every time I signed in to the apple ID there would be a WiFiAgent crash of "Cloud Sync Engine"... at this point I'm comfortable saying that some synced item is busting WiFi. If I don't sign in I can use it all day long with no problem. As soon as I do though... nada.
